Alexis M. Carpenter of Morgan has joined the Vermont Housing Finance Agency as director of human resources and administration.

Carpenter has nine years of experience working for RDI Corp. in Newport in a series of progressively more advanced roles, most recently as director of site operations. She is also the founder and CEO of Raising Hope, specializing in organizational culture design and team development.

South Burlington-based PC Construction Co. recently promoted Ryan Sauer of Essex Junction from vice president to senior vice president. In his new role, Sauer will lead PC’s southern region, focusing on growing the company’s regional water, wastewater and buildings work in North Carolina, Florida, Georgia and the Mid-Atlantic, where PC has been recognized for completing some of the largest, most complex water/wastewater infrastructure projects in the nation.
