CVE, Nordic Spirit Soccer Club Partner Again to Expand Indoor Facilities
ESSEX JUNCTION A new 45,000 square-foot facility for special events, trade shows, conventions and indoor soccer should be completed in January 2005 at the Champlain Valley Exposition (CVE).
The $2.5 million building will be similar and adjacent to the Robert E. Miller Expo Centre built in 1999. As was the case in six years ago, a long-term lease commitment by the Nordic Spirit Soccer Club is the impetus for this expansion, explained David Grimm, CVEs general manager.

Shelburne, VT. November 1, 2004. The much-awaited second and final phase of a unique Shelburne neighborhood, Boulder Hill, begins this week. Located off Webster Road, Boulder Hill is a product of Sterling Construction, a local and award-winning custom home construction company.
The 37-lot project is being completed in two phases. Of the initial 21 lots that became available in September 2003, 10 homes are complete and 9 more are underway. The second phase will commence on November 4th, when timing and process information is shared with a waiting list of people, and then to the public. The 16 remaining, premium lots in Phase II have been coveted for their views, privacy and location and the neighborhood is in high demand: there are almost 50 people on the waiting list. The neighborhood is expected to be completed in 2006.

GBIC & LAKE CHAMPLAIN CHAMBER ANNOUNCE INTENT TO CHALLENGE WATER RESOURCES BOARD DECISION ON STORMWATER
BURLINGTON - On behalf of the business community in northwestern Vermont, GBIC will appeal the October 14th Water Resources Board (WRB) ruling that requires the unprecedented application of the federal Clean Water Act and NPDES program to stormwater discharges from impervious surfaces in impaired waterways.
Along with the Lake Champlain Chamber, GBIC and a diverse group of municipalities, business people, engineers and legislators, constructed a framework that would have cleaned up polluted watersheds and allowed for reasonable growth. Last session, the Legislature believed they had achieved a comparable success when they addressed stormwater pollution in a comprehensive way by passing Act 140. The collaborative heralded it as Vermont's solution to Vermont's problem.

Blue Cross and Blue Shield of Vermont Issues Conference
Burlington, VT -- Employee health incentives, better management of chronic illnesses, new provider payment structures, and integration of mental and medical health care were among a variety of strategies proposed Wednesday by a panel of national experts who met in Burlington to discuss ways to improve health care and at the same time hold down health care costs.
The experts highlighted a half-day conference held as part of Blue Cross and Blue Shield of Vermonts annual health issues symposium series. Nearly 300 Vermonters attended, including employers, health care providers, legislators and consumers.

Governor Announces Plan to Merge Departments to Form New Department of
Labor
Ginevan to Retire, McDonald to Head DET & Merger Effort, Terrill will Move
to AOT
Montpelier, Vt.- The Douglas administration is proposing to merge the
Department of Employment and Training (DET) and the Department of Labor
and Industry (DLI) to create a single Department of Labor, Governor Jim
Douglas has announced.
Current DET Commissioner Anne Ginevan, however, is retiring; the effective
date of her departure is still to be determined. Ginevan, 63, and a
resident of Middlebury, is the second direct appointee to step down at the
end of the Governor's first term.
"Anne is a proven administrator, has done a great job working to
strengthen our network of job training and education programs and has a
strong understanding of government affairs and the legislative process.

Green Mountain Coffee Roasters, Inc., (NASDAQ: GMCR) has announced results for the Company's fourth quarter and fiscal year
ended September 25, 2004.

Net sales for the fourth quarter ended September 25, 2004
increased 15.4% to $31.8 million, up from $27.5 million in the fourth
quarter of 2003. Total coffee pounds shipped increased 11.8% to 4.2
million pounds. Net income for the fourth quarter increased 43.6% to $2.0
million, or $0.27 per diluted share, compared to $1.4 million, or $0.19
per diluted share for the fourth quarter of 2003.

Governor Douglas Appoints Reiber Chief Justice
Montpelier, Vt.-Associate Supreme Court Justice Paul Reiber has been
appointed the next Chief Justice of the Vermont Supreme Court, Governor
Jim Douglas has announced.
Reiber, who believes the mark of a good jurist is to be fair-minded and
balanced, said he is looking forward to the opportunity to lead the
judiciary. "This is an exciting opportunity to help lead the judiciary
forward in the years ahead," Reiber said. "I am honored and humbled by
this extraordinary opportunity."
"I believe that Justice Reiber has the experience, the wisdom and the
personal demeanor to lead the judiciary," Douglas said. "Paul is well
respected by the bench, the bar and his community as a fair, honest,
hard-working, and thoughtful individual. He has served Vermont well as an
Associate Justice, and will serve us well as the Chief Justice."
