McDowell Promoted to Vice President at VITL

Sandy McDowell, PhD, has been promoted to vice president for operations at Vermont Information Technology Leaders, Inc. (VITL), a non-profit organization in Montpelier that assists health care providers with implementing health information technology.
"As director of program implementation, Sandy built a superb team to help the state build out its HIT infrastructure through both the HIE and EHR support programs," said VITL President and CEO David Cochran, MD, in announcing the promotion. "One of the challenges VITL faces is the oversight of an operating and support infrastructure to take responsibility for these systems once they are established. Sandy will add the responsibility for managing that infrastructure to his current portfolio," he said.
McDowell joined VITL in December 2009. Previously, he was the director for infrastructure at Fletcher Allen Health Care. While at Fletcher Allen he was responsible for the development and implementation of a project management office, and was instrumental in development and implementation of the technical infrastructure for the Epic electronic medical record system. In addition to his current responsibilities at VITL, McDowell teaches in the undergraduate and graduate programs at the University of Vermont in production and operations management.
