Green Mountain Care Board appoints new executive director

Emily Brown, former deputy commissioner of insurance at the Vermont Department of Financial Regulation, has been appointed executive director at the Green Mountain Care Board, effective Aug. 18. She will succeed Susan Barrett, who will continue her service to the board as its chief operating officer.

At the DFR, Brown managed 30 staff, oversaw commercial market regulation and led several major statewide initiatives to improve access, affordability and accountability in Vermont’s insurance system. A licensed attorney with deep policy and regulatory expertise, Brown has served in a variety of leadership roles at the DFR over the past decade, including director of insurance regulation and assistant general counsel.

“Emily has the experience, insight and leadership skills needed to guide the board through the evolving challenges of Vermont’s health care system,” said board chair Owen Foster. “Her knowledge of Vermont’s health care landscape, along with her track record of innovation and her ability to translate complex policy into action, makes her an ideal fit for this role.”

Barrett has served as executive director at GMCB since 2013. She played a pivotal role in establishing the board’s regulatory framework and guiding it through more than a decade of complex health care reform.

“For over a decade, Susan has led with heart, skill and an unwavering focus on what’s best for Vermonters,” said Foster. “We are deeply grateful for her service and look forward to continuing our work together in this new capacity.”
