Vermont Public Utility Commission announces the retirement of clerk Judith Whitney

The Commissioners of the Vermont Public Utility Commission announced today that their highly respected Clerk, Judith Whitney, has decided to retire on January 31, 2021, and Deputy Clerk Holly Anderson will become Clerk on that same day.

Judy Whitney has been at the Public Utility Commission for more than 20 years. She was the Deputy Clerk for the first 16 of those years, and then served as the Clerk of the Commission for the last five years. During her tenure as Clerk, Ms. Whitney helped implement many major changes at the Commission, including the transition from paper filings to electronic filings. She has also played a key role in the Commission’s adaptation to working remotely during the last year. These changes have brought many challenges, and Judy has handled them all with ease, expertise, and characteristic good nature.

“Judy is the model of what an ideal Clerk should be – efficient, attentive to detail, creative at both avoiding and solving problems, and most pleasant to work with. We are going to miss her immensely,” said Chair Anthony Z. Roisman.

Commissioner Margaret Cheney also praised Ms. Whitney’s service to the Commission. “Judy’s poise, professional competence, and strong commitment to public service have inspired deep respect, both from her colleagues and from the many individual Vermonters who have interacted with her.”

Commissioner Sarah Hofmann expressed similar gratitude. “Judy knows the Commission and its business inside and out, and that is extremely valuable. On top of that, Judy’s just a good person who I enjoy working with every day.”

While Ms. Whitney’s departure is an enormous loss to the Commission, the Commission is happy to announce the appointment of Deputy Clerk Holly Anderson to the Clerk position. With five years of experience as Deputy Clerk, Ms. Anderson will ensure a smooth transition for the Commission.

“Holly will be an excellent Clerk,” said Chair Roisman. “After we had time to process the news that Judy was retiring, I met with Commissioners Cheney and Hofmann, and we unanimously agreed that Holly was the natural choice to succeed Judy. She is talented and deeply familiar with everything we do.”
