Samuel (Sandy) McDowell, Ph.D., of South Burlington has joined Vermont Information Technology Leaders, Inc. (VITL), as the organization’s director of program implementation, VITL President and CEO David Cochran, MD, announced today.
VITL is a 501(c)(3) non-profit organization that is facilitating the adoption and implementation of electronic medical records and other health information technology by Vermont health care organizations.
Previously, McDowell was the director for infrastructure at Fletcher Allen Health Care in Burlington. While at Fletcher Allen he was responsible for the development and implementation of a project management office, and was instrumental in development and implementation of the technical infrastructure for the Epic electronic medical record system. From 1990 to 2000, McDowell was an independent consultant, developing strategic business and technology plans for public and private sector organizations throughout the Northeast.
“Sandy McDowell has a wealth of experience and knowledge about project management and the development of health information networks. I am very pleased that Sandy will be using his experience to help Vermont’s health care providers implement electronic medical records, and share clinical data on VITL’s secure statewide health information exchange network,” said Dr. Cochran.
In addition to his responsibilities at VITL, McDowell teaches in the undergraduate and graduate programs at the University of Vermont in production and operations management. McDowell is a graduate of Middlebury College (B.A. Sociology), the University of Vermont (M.A. Information Systems), and the Polytechnic Institute of New York (Ph.D. Operations Research).
