Colonel Matthew T Birmingham, Director of the Vermont State Police, is pleased to announce that effective August 8th, 2017, Detective Sergeant Julie Scribner with the Vermont State Police Office of Professional Development in Pittsford is promoted to Lieutenant, Commander of the Office of Internal Affairs. Lieutenant Scribner has served the people of Vermont for nearly 17 years, graduating from the Vermont Police Academy in early 2001. She began her Vermont State Police career as a trooper assigned to the Royalton Barracks, later becoming a Detective Trooper at the New Haven Barracks in 2008. In 2010 she was promoted to Sergeant at the Office of Professional Development, where she focused on training and recruiting. She became a Detective Sergeant stationed at the New Haven Barracks in 2014. In early 2017 she transferred to the Office of Professional Development Recruiting Unit. Lieutenant Scribner has also served on the Vermont State Police Crime Scene Search Team, the Hostage Negotiation Unit, and was a VSP drill instructor and a training assistant at the Vermont Police Academy.
The mission of the Office of Internal Affairs is to ensure that the Vermont State Police uphold expected conduct standards for all sworn members. The citizens and visitors of Vermont have an expectation that those who have the responsibility of enforcing the laws of the state are held to the highest standards of policing. The Commander of the Office of Internal Affairs carries out the mission of ensuring the preservation of the public’s trust.
