Vermont Business Magazine The Vermont Agency of Transportation (AOT) today issued a Request for Qualifications (RFQ) to add qualified electric vehicle (EV) charging providers to its shortlist of firms that are capable of building out Vermont’s charging network to federal and state specifications. Providers selected in the RFQ process will be invited to bid on subsequent Requests for Proposals (RFP) for the design, construction, ownership, operation, and maintenance of public charging infrastructure along key routes.
“The State of Vermont is working to provide an affordable and equitable transition to vehicle electrification. An accessible charging network is a cornerstone of Vermont's strategy to cut transportation greenhouse gases,” said Transportation Secretary Joe Flynn. “We need to choose the most qualified providers for this important work to ensure a consistent and reliable charging experience for EV drivers on Vermont roads for many years to come."
In November 2021, the National Electric Vehicle Infrastructure (NEVI) program was enacted through the Investment in Infrastructure and Jobs Act (“IIJA” or “BIL”, Bipartisan Infrastructure Law) to build a convenient, consistent national network of public charging infrastructure that supports equitable access to electric vehicle charging infrastructure and economic opportunity. Vermont has received $21.2 million from the NEVI Program in a five-year period and obligated the funds to build out a network of public EV fast chargers according to plans approved by the Federal Highway Administration (FHWA). Vermont currently has $8 million contracted for the development of nine priority locations. The remaining $13 million is set to be issued through subsequent RFPs, with as many as 12 additional locations anticipated this fall. AOT’s EV Fast Charging Status Map is available as a resource to provide information on existing and planned fast-charging infrastructure throughout the state.
Through this RFQ process, AOT will add to its list of qualified EV charging providers who can deliver nearly all elements of the NEVI program: secure agreements with site hosts, work with local certified contractors to design and install NEVI-compliant equipment, and operate and maintain the infrastructure for the long term to meet accessibility, reporting, and other requirements.
Federal funding will cover most of the costs to deploy the new charging stations, with the remaining balance (a minimum match requirement of 20%) to be provided by third-party contractors selected through this RFQ process and future RFP opportunities.
Questions related to the RFQ are due by July 9, and interested parties may submit Statements of Qualifications (SOQs) until August 13 at 11:00 a.m.
