Central Vermont Council on Aging (CVCOA) has appointed Casey Winterson to Executive Director, effective May 11. Winterson succeeds John Mandeville, who will remain in the role for a brief transition period before retiring May 22.

Winterson, who served most recently as Director of Economic and Community Based Services at Northeast Kingdom Community Action, brings a wealth of experience and nonprofit leadership, along with a deep commitment to the mission of supporting Central Vermonters to age with dignity and choice. In addition, he brings experience collaborating with local and state-wide partners to expand organizational impact.
Mandeville has been with the organization since July 2021. He led staff through the creation and implementation of a strategic plan and a state-directed policy change in case management, which has brought significant growth to the workforce and workload of the organization.
“Before John ever got settled into his Executive Director’s position, he was confronted by COVID and all the complexities that came with managing a forward-facing social services agency. Funding issues, state and federal, have created havoc, alongside natural disasters. John was the exact leader we needed to get through these turbulent times. His unyielding effort kept the organization functioning. Applying his decades of experience, John was able to support and guide the staff through these challenging times while keeping our core mission at the forefront. As difficult as these times were, it would have been much more difficult without John Mandeville at the helm,” says Otenti.
Working closely with the Vermont Department of Disabilities, Aging, and Independent Living, CVCOA is one of Vermont’s five Area Agencies on Aging and serves a wide geographic area encompassing towns in Lamoille, Washington, and Orange Counties, as well as Bethel, Hancock, Granville, Pittsfield, Rochester, Royalton, Sharon, and Stockbridge.
The organization’s primary programs and services include case management, information and assistance, State Health Insurance Program (SHIP), family caregiver support, nutrition, and volunteer and community programs, including an AmeriCorps Seniors RSVP program.
