Mayor Mulvaney-Stanak appoints Phil Lewis director of Parks, Recreation and Waterfront

Phil Lewis, Director of Parks, Recreation and Waterfront for the City of Burlington. 

Vermont Business Magazine Today, Mayor Emma Mulvaney-Stanak has appointed Phil Lewis to serve as the next Director of Parks, Recreation and Waterfront for the City of Burlington.     

“I am excited to appoint Phil Lewis as the next Director of Parks, Recreation and Waterfront,” said Mayor Emma Mulvaney-Stanak. “Mr. Lewis’ team-based leadership style, creativity, and strategic acumen will be important assets that help PRW evolve and grow to meet the needs of our diverse community. As spaces that foster social bonds and enhance wellbeing, our parks, waterfront, and recreation opportunities are vital to a thriving Burlington, and I am confident that Mr. Lewis will shepherd this essential public service collaboratively and with care.” 

Phil Lewis has spent the last 25 years working in the field of parks and recreation, most recently serving as the CEO and General Manager of the Cosumnes Community Services District in Elk Grove, California. During his career, he has excelled at creating and nurturing solid networks with community organizations, local outreach groups, and neighborhood residents. Mr. Lewis holds a Master’s Degree in Parks, Recreation and Tourism Management from North Carolina State University and a Bachelor’s Degree in Public Administration from Eastern Oregon University.

“I’m excited for Mr. Lewis to complete our Parks, Recreation and Waterfront department,” said Ward 1 Councilor Carter Neubieser, who is Chair of the Council’s Parks, Arts and Culture Committee. “I look forward to working with him and with other department staff to continue nurturing a strong, shared sense of community in Burlington, including through strengthening and elevating our recreational programs and arts offerings.”  

“I look forward to the Council acting soon on this vital appointment,” said City Council President Ben Traverse. “Steady leadership, particularly from someone with an extensive background in recreation, is essential to ensuring our parks and related programs receive the support they deserve.”   

Lewis’ appointment will be on the City Council agenda at the November 3, 2025 meeting. Deryk Roach, Sophie Sauvé, and Erin Moreau will continue to serve as interim Directors of Parks, Recreation and Waterfront until Mr. Lewis officially begins, in mid-November (exact date to be announced soon).
