Vermont Business Magazine The Vermont Agency of Education recognizes the profound impact that the detention of Superintendent Wilmer Chavarria has on the Winooski School District community, as well as on refugee and immigrant communities across Vermont. The Agency remains committed to our belief that all Vermont students and all Vermont educators — regardless of race, ethnicity, or any other aspect of their background — belong in Vermont.
Chavarria, a US citizen, was detained Monday by border officials in Houston after returning from Nicaragua.

The Agency stands with the Winooski School District in reaffirming our commitment to ensuring our schools are free from discrimination and that we give every child the opportunity to fulfill their potential, engage deeply with the issues of our time, contribute positively to their communities, and, in doing so, shape a more just future," said Education Secretary Zoie Saunders.
The Agency of Education is committed to ensuring that all students have equal access to educational opportunities. To that end, the Agency is resharing a memo from earlier this year on Updated Immigration Guidance for Vermont Schools. The memo includes an overview of undocumented students’ right to public education as well as information pertaining to immigration enforcement at schools. The Agency will continue to update this guidance as necessary.
