Highlights of TRORC’s 2025 annual meeting

The Two Rivers-Ottauquechee Regional Commission (TRORC) held their 2025 Annual Meeting on June 25, 2025, outside of TRORC offices in Woodstock, Vermont. The Board, comprised of representatives from our 30 member towns, was joined by TRORC staff and community members for the election of officers, announcement of scholarship awards, and recognition of our Volunteer of the Year.

Our dedicated Executive Committee officers will continue their excellent service. The officers include Bill Emmons, Chair (Pomfret); John Echeverria, Vice Chair (Strafford); Peter Berger, Treasurer (Fairlee); and Nancy Jones, Secretary (Bradford). Brian Loeb (Norwich), Nancy Malmquist (West Fairlee), and Ken Alton (Business) will continue to serve as Executive Committee Members-At-Large. We are grateful for their strategic insight and community involvement.

Highlights of TRORC’s 2025 annual meeting

TRORC was pleased to award ten $2,000 scholarships to high school students residing in one of our 30 towns and pursuing career and life choices aligned with the vision and values of vibrant, diverse, and sustainable communities. Of the 23 applications the Scholarship Committee received this year, all of which were impressive set of applications, a total of ten students were selected for this year’s award. We appreciate the support from TRORC Commissioners for this investment.

This year, TRORC was delighted to present the Volunteer of the Year Award to Delsie Hoyt of West Fairlee, Vermont. Delsie was nominated by community members for her dedication to West Fairlee’s success. Delsie serves as the chair of West Fairlee’s Selectboard but wears many hats to ensure projects are completed, goals are met, and her community thrives. Delsie received this award for outstanding service to make our region a healthy and vibrant place to live, work, and visit. 

Following the business meeting, Steve Taylor, previous New Hampshire State Commissioner of Agriculture, spoke about the history of agriculture and its influence on the region’s development. His emphasis was on the TRORC region and Upper Valley, with ties to sheep farming. 

We look forward to a full year ahead with Regional Plan updates, starting direct municipal assistance services to towns, supporting housing production, and continuing our strong and varied work program that helps our towns remain safe, healthy, and vibrant communities.
