Gov. Phil Scott has appointed Sarah Clark as secretary of the Agency of Administration and named Kristin McClure, Andrew Collier and Angela Smith-Dieng to extended cabinet positions.
Clark was appointed deputy secretary in November 2023 and named interim secretary in May. She has served the state of Vermont for two decades as a leader in budget and financial management, including the deputy fiscal officer of the Legislature’s Joint Fiscal Office.
“With Sarah’s extensive expertise in fiscal management and her demonstrated ability to manage many complex government operations, we are fortunate to have her in this important role and as a member of our team,” Scott said. “We have a lot of work ahead of us, and as we continue to face significant challenges as a state, her experience and poise will serve us well.”
McClure was named deputy secretary at the Agency of Human Services after serving in the position on an interim basis since July. She has played a key role in agency initiatives, including overseeing efforts to address housing and emergency shelter needs.
Collier, who has served as deputy commissioner at the Department of Liquor and Lottery since 2021, was appointed by Scott as commissioner of the Department of Motor Vehicles. He previously spent 11 years as a trooper with the Vermont State Police.
Smith-Dieng was appointed deputy commissioner of the Department of Disability, Aging and Independent Living. She previously served as director of DAIL's adult services division, where she worked closely with policymakers, multiple state agencies and community partners across the state to support older Vermonters and individuals with disabilities to live and age well.
