United Counseling Service names new director of early-childhood services

Rebecca Bishop Ware has been named to succeed Betsy Rathbun-Gunn as director of early-childhood services for the Head Start/Early Head Start program at United Counseling Service, a private, nonprofit community mental health center in Bennington County. Bishop Ware has served the last seven years as assistant director of the program.

“Rebecca is an incredible asset to our organization,” said Executive Director Lorna Mattern. “She will continue to support early-childhood educators and ensure we meet the developmental, emotional and educational needs of our youngest children.”

Bishop Ware is a graduate of Massachusetts College of Liberal Arts and holds a master’s in early-childhood program administration from Champlain College. She attended the Snelling Center for Government Early Childhood Leadership Institute in 2016 and the UCLA Head Start Management Fellows Program in 2023.
