Foster, Whalen join board at Blue Cross and Blue Shield of Vermont

Blue Cross and Blue Shield of Vermont welcomed Caroline Foster of South Burlington, director of product management at Publicis Sapient, and TJ Whalen of Charlotte, general partner and managing director at FreshTracks Capital, to the board of directors of the state's only local nonprofit health plan.

Foster brings to the board more than 25 years of business and IT leadership designing, building and managing product portfolios and platforms in highly regulated industries. In her work at Publicis Sapient, she is re-imagining digital health care delivery through the design and development of a best-in-class patient portal. Foster is a graduate of Smith College and holds an MBA from Clark University.

Whalen has over 25 years' experience in business model innovation; consumer product strategy; and brand, marketing and sales leadership. In his position at FreshTracks, he is focusing his efforts on consumer opportunities for the fund. He is a graduate of Dartmouth College, where he majored in economics and education.
