Margolis Healy is excited to announce that Gabe Gates, formerly from the University of Virginia and the Pennsylvania State University, has joined its consulting practice. Gates brings his extensive leadership experience in campus safety, Clery Act compliance, youth protection, and policy development to his role with Margolis Healy. In his initial role with the firm, Gates is serving as an interim assistant vice president of Clery Act Compliance and Youth Protection at a client institution.
Gates most recently served at the University of Virginia as an assistant vice president within the department of public safety, where he focused on collaboration, initiating positive change, and fostering an atmosphere of inclusiveness and respect. While coordinating compliance with federal and state laws across dozens of offices throughout the university – including both the academic and medical enterprises – he streamlined safety and security practices, reporting, and crisis response. At Virginia, Gates assumed primary responsibilities for the university’s Youth Protection Program, in addition to his stewardship of the Clery Act compliance program. Prior to serving in that role, he was the Clery Act Compliance Manager at Penn State University. Gates also brings his experience and expertise in audits and financial analytics to his new role, with five years of experience at the Department of Defense conducting operational audits and financial investigations.
Gates has also worked as a consultant with other institutions, specifically related to compliance with the federal Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. Gabe has served as a national expert for the Clery Center for Security on Campus, recently assisting with the revision of the organization’s training curriculum and delivering training to institutions across the country. Gates is frequently requested and recognized as a national expert for Clery Act compliance, had testified before the U.S. Senate, and presented to members of the National Association of Student Personnel Administrators (NASPA) and the International Association of Campus Law Enforcement Administrators (IACLEA).

Healy, the company’s co-founder. “Not only has Gabe overseen significant transformational initiatives, but he’s also freely given of his time to assist other institutions dealing with challenges in the Clery Act space.” Given Gates’ most recent experiences at UVA, Healy expects that Gates will contribute to other areas within the firm, including working closely with members of Cozen O’Connor’s Institutional Response Group, which delivers holistic responses to institutions confronting sexual and gender-based harassment and violence, child abuse, safety and security issues, and other forms of misconduct.

Gates graduated from Mount Aloysius College with a degree in Criminology and a concentration in Forensic Accounting and completed his Master in Public Administration at Penn State University.
