John H. Marshall, a director at the law firm of Downs Rachlin Martin PLLC, was named one of 34 “Groundbreaking Lawyers of 2010” from across the nation in the field of energy law by Public Utilities Fortnightly magazine. The monthly publication is widely read within the industry, including utility and energy company managers and consulting, legal and financial firms with a focus in this market.
For three decades, Marshall has regularly represented clients before the Vermont Public Service Board in a variety of energy, telecommunications and environmental matters. He also has appeared before the Department of Energy and the Federal Energy Regulatory Commission.
Marshall served as chair of the Vermont Bar Association Environmental Law Committee for six years and as chair of the Northeast Kingdom’s District Environmental Commission, which included serving on other District Environmental Commissions when members had conflicts. He also served as chair of DRM’s Management Committee and then as its managing partner and chief executive officer for thirteen years.
Marshall received his law degree from Yale Law School, where he was editor of the Yale Law Journal. He also holds degrees from King’s College, Cambridge University and Dartmouth College. He is based in the firm’s St. Johnsbury office.
According to a press release issued by Fortnightly, the list of Groundbreaking Lawyers of 2010 includes attorneys who have provided outstanding counsel, services and leadership in industry legal matters, such as ratemaking, transmission policy, facility siting and permitting, environmental compliance, finance, M&A and corporate governance. The selected lawyers are drawn from nominations received in response to a survey of regulators and agency staff, electric and gas company legal staff, and trade associations in the United States and Canada.
