PSD requests input for development of the 2022 Comprehensive Energy Plan

Vermont Business Magazine The Department of Public Service (PSD) on Tuesday announced the kickoff of the next update of the Vermont Comprehensive Energy Plan (CEP). The CEP is required by 30 V.S.A. § 202b and incorporates the Vermont Electric Energy Plan, required by 30 V.S.A. § 202. The last CEP was adopted January 1, 2016, and updates are required every six years.

The CEP is a distinct requirement from the Climate Action Plan being developed by the Vermont Climate Council appointed as part of the Global Warmings Solutions Act (GWSA), although the two efforts do overlap in several areas. Most directly, the CEP is expected to meet the greenhouse gas reduction requirements of 10 V.S.A. 578 and be consistent with the Vermont Climate Action Plan adopted pursuant to 10 V.S.A. § 592.

In order to inform the development of the 2022 CEP, the PSD has developed a Public Involvement Plan outlining the expected stakeholder engagement process, as well as a Request for Input on specific questions related to key policy and technology pathways that should be considered in the CEP to help meet Vermont’s energy and emissions goals and requirements. Commissioner Tierney stated, “The CEP is integral to informing the PSD’s approach to its policy and advocacy work, and the input of Vermonters is invaluable to ensuring that the breadth of perspectives is considered in the development of the CEP.”

Responses to the Request for Input should be submitted by January 15, 2020. Comments on the Public Involvement Plan may be submitted at any point in the CEP development process.
