Governor Shumlin, AOA Secretary Spaulding announce staff changes

Governor Peter Shumlin and Secretary of Administration Jeb Spaulding today made a series of position announcements for the Agency of Administration and Governor’s Office.
Susan Zeller, who has served as Deputy Commissioner of the Department of Finance and Management since 2005, will join the Agency staff to oversee performance and operations within the Agency of Administration, as well as at other agencies and departments of state government. She will also focus on implementation of performance-based budgeting, a priority of both the Shumlin Administration and the Legislature. Prior to serving as Deputy Commissioner, Zeller held a variety of finance positions, including serving as chief financial officer in such diverse industries as manufacturing, construction, software development, architecture and insurance. Zeller’s job title will be Chief Performance Officer and her salary will be $92,744; her new position is being shifted from a vacancy in the Department of Finance & Management.
Replacing Zeller as Deputy Commissioner of Finance and Management will be Sarah Clark, who currently oversees the financial and administrative management of the Department of Corrections. Clark has also served as a financial manager and interim commissioner for the Department of Forest and Parks, assistant financial operations manager for the Agency of Human Services, and as a budget analyst for the Department of Finance and Management. Her salary will be $88,802.

Gov. Shumlin also announced that Scott Coriell will join the Governor's staff as a special assistant, working as a liaison with the Legislature and helping to develop and implement policy with the agencies and departments. His first day will be Sept. 23. A Killington, Vermont native, Coriell is a 2003 graduate of Woodstock Union High School and a 2007 graduate of Middlebury College. He most recently served as U.S. Rep. Peter Welch's communications director in Washington D.C. He also worked on President Barack Obama's 2012 reelection campaign in New Hampshire. Before joining Rep. Welch's office in 2010, Coriell lived and worked in Malawi for an NGO that raises awareness about HIV/AIDS and environmental issues. Coriell is taking the position vacant since Susan Bartlett's move to the Agency of Human Services in January; his salary will be $63,000.
