Shumlin celebrates new state facility in St Albans

Governor Peter Shumlin joined by administration officials, leadership from St Albans City and ReArch today opened the new state office building on Federal Street in the city’s ever-evolving downtown. The opening of the new facility caps a major redevelopment project in St Albans that continues to foster economic development, downtown revitalization and job growth.

The project saw Mylan Technologies purchase from the State of Vermont a facility on Houghton Street to accommodate future job growth and expansion in St Albans. Nearly 140 State employees from several different agencies who previously worked in Houghton Street facility will now move into the new Federal Street facility celebrated today, buttressing an already thriving downtown.

“This is a perfect example of how public-private partnerships can help generate new job opportunities for Vermonters and enrich our downtowns,” Shumlin said. “The City of St Albans came to me and my team with a vision. This incredible success is due to this community’s hard work that will benefit this great region for years to come.”

Mylan North America President Tony Mauro commented, “Mylan’s operations in Vermont form an important part of our growing complex products franchise, in particular as it relates to the development and manufacture of transdermal drug delivery systems. Since 2012, we’ve grown our local workforce by more than 200 employees. We appreciate the support we have received from Governor Shumlin and the city of St Albans, and continue to recognize the ongoing dedication of our employees in Vermont as we work together to provide the world’s 7 billion people access to high quality medicine.”

The project benefited from a variety of private and public funding as well – including New Market Tax Credits made available by Housing VT, tax increment financing, the Vermont Economic Development Authority and traditional bank financing.

The new State office building was developed, designed and constructed by ReArch Company of South Burlington. The company was selected based on their response to a rigorous request for proposal process by the state.

“ReArch played an important role on the redevelopment team,” Commissioner Michael J. Obuchowski said. “We are pleased with this new building and the incredible patience shown by our state employees, who were impacted by this project.”

The State will lease the facility from ReArch and employee parking will be available in the newly-constructed parking garage adjacent to the facility.
