House passes budget adjustment GF increase of $91 million

Vermont Business Magazine Today the House gave final approval to H.145, the FY23 Budget Adjustment Act. This is an annual bill, passed midway through the fiscal year, that rebalances accounts and ensures that the state always maintains a balanced budget. Today’s final vote followed yesterday’s 107-33 party-line roll-call vote. The $8.3 billion Fiscal Year 2023 budget passed last spring would be adjusted up by $324 million under this plan; Governor Scott in his adjustment proposal presented in January sought to increase FY23 by $283 million.

This House-passed BAA includes unduplicated appropriations of $8.7 billion, of which $2.1B are General Funds. This BAA makes strategic, one-time investments in infrastructure, housing, and other areas of need in the state. Some additional expenditures are needed to address the continued impact of the COVID-19 pandemic. The net General Fund increase from the FY 2023 budget in this BAA is $91 million. Sources of one-time funds include leveraging of federal Medicaid funds, revenue forecast upgrades, reversions and interdepartmental transfers, vacancy savings, and carryforward funds.

Following the House vote on H.145, Democratic House Speaker Krowinski and Rep. Diane Lanpher, Chair of the Committee on Appropriations, highlighted the important investments in the bill:

“This budget adjustment reaffirms our continued prioritization of investment in Vermonters from all walks of life and our values around increasing access to affordable housing, investing in broadband to close the digital divide, high-quality child care, the environment and natural resources, and much more. I am grateful that members were able to come together swiftly to update our state budget while supporting our most pressing needs, including affordable housing,” said Speaker of the House Jill Krowinski. “I am especially thankful for the work of the Chair of House Appropriations, Rep. Diane Lanpher, and the Appropriations Committee for their diligent and tireless efforts to ensure that H.145 was a collaborative, thoughtful process.”

“The State Budget represents the values and priorities of Vermonters, as well as our aspirations for the future,” said Chair of the House Committee on Appropriations, Rep. Diane Lanpher. “Within the context of unprecedented federal relief, this bill funds programs and projects that will touch the lives of every Vermonter. We know that this historic level of federal funding will not last, and it is extremely important that we continue to invest in ways that will have the biggest impact going forward.”

“In addition to the housing funding the administration proposed, we’ve added nearly $83 million to provide relief for Vermonters in temporary housing and connect them with permanent housing, invested in housing incentives to bring vacant rentals back online, and additional funding to create more housing stock across the state,” continued Speaker Krowinski. “We look forward to continuing investing in housing and ensuring that every Vermonter — in all 14 counties — has a place to call home.”

“This bill includes funding to support our childcare workforce, money to support our refugee and New American populations, tens of millions invested in continuing to build out our broadband infrastructure, rate increases for Skilled Home Health services, Federally Qualified Health Centers, and Hospice providers, one-time funding to support organic farmers facing the loss of their farms, funding for the Veterans Home, and millions in funding for rural communities for a Rural Infrastructure Assistance Program. It represents continued progress and our commitment to keeping the promises we’ve made to all Vermonters.”
