Vermont Business Magazine Today, Representative-Elect Becca Balint, D-VT, announced she has hired Megan Garcia as Chief of Staff, and David Scherr as State Director. The Chief of Staff will be based in Washington, D.C. and manage Balint’s D.C. staff and legislative agenda. The State Director will be based in Vermont and will lead the Vermont staff and all outreach and constituency services.
Balint said: “My top priority is building a team that provides excellent service to Vermonters, and who share my values that government can be a place of creativity, inclusion, kindness, hard work, and courage. Megan and David both have exemplary backgrounds as public servants. They are committed to creating an office in which people are valued, respected, and can do the best work possible for Vermonters. I’m confident they will get my office up and running as quickly and efficiently as possible.”
Megan Garcia is currently the Deputy Chief of Staff and Legislative Director for Rep. David Cicilline (RI-1). Cicilline is a senior member of the U.S. House of Representatives, Chairman of the Judiciary Antitrust Subcommittee, and was an impeachment manager in the second impeachment of the former President, Donald Trump. Garcia has almost a decade of experience in the House of Representatives and 13 years working in philanthropic institutions. Garcia has a bachelor's degree from Harvard University, and a master’s in public policy from the University of California Berkeley.
David Scherr was raised in Norwich, Vermont. Scherr is the General Counsel for the Vermont Cannabis Control Board. Previously, Scherr served as an Assistant Attorney General and Chief of the Community Justice Division in the Vermont Attorney General’s Office, where Scherr managed the criminal justice reform policy portfolio and the statewide court diversion and pretrial services program. Scherr worked as a contract public defender in Vermont while working as an attorney at the Burlington firm of Burke Law, P.C. Scherr has a bachelor’s degree from Amherst College and earned his J.D. from Columbia University Law School.
Balint’s campaign manager, Natalie Silver, will continue to lead the Transition Team in collaboration with Scherr and Garcia. “David and Megan have already hit the ground running and clearly understand that we are trying to do this differently. They know we can build a team that is inclusive, positive, and deeply committed to service. I could not be more excited to work with them as we build this team.” After the transition, Silver will remain as Campaign Manager for Becca Balint for Congress.

Balint will be sworn in to the 118th Congress on January 3rd. She will be the first woman, and first openly LGBTQ person to represent Vermont in the United States Congress.
