House passes S325 environmental modernization, repeal of road rule, Tier 3

Vermont Business Magazine Today, Vermont Speaker of the House Jill Krowinski made the following statement on the House passage of S.325, an act relating to regional planning and Act 250 Tier jurisdiction: 

“Today’s vote to pass S.325 is a direct response to Vermonters and their concerns on the use of their property and land in their communities. S.325 updates many areas of Act 181 and includes the repeal of the Road Rule and Tier 3. The legislation also designs a public engagement plan to gather statewide input from Vermonters while ensuring comprehensive legislative oversight during the off session,” said Speaker Krowinski. “Additionally, S.325 preserves the environmental protections that make Vermont's landscape special. Act 181’s core framework protecting headwaters, wildlife corridors, intact forests, and sensitive natural resources from unchecked sprawl remains intact. 

“Vermont is a special place we are all incredibly fortunate to call home. We recognize the changes needed to create new housing and development opportunities, and the responsibility in preserving the beautiful environment we live in for generations to come. The public engagement process that is created in this bill will further create space for Vermonters to work together to find equitable and inclusive solutions. 

“I want to thank the entire House Committee on Environment for their tireless work on this collaborative piece of legislation, and the countless Vermonters who showed up, spoke up, and engaged in our legislative process. That’s democracy at work.”
