H.921 paves the way for Vermont brewery self-distribution

Vermont Business Magazine Governor Phil Scott has signed H.921 into law, reforming Vermont’s liquor laws. A key provision of H. 921 now allows breweries to self-distribute up to 3,000 barrels of beer annually under existing manufacturer licenses. 

As Vermont's distribution landscape has changed in recent years, breweries have increasingly discussed the need for an additional pathway to market—one that can help small and growing breweries build their business and reach customers. The passage of this bill paves the way for smaller breweries to establish local accounts, grow responsibly, and become stronger wholesale partners. 

“One of the things that struck me throughout this process was the number of people and organizations that showed up and stayed engaged,’ said Emma Arian, Executive Director of the Vermont Brewers Association (VBA). “Brewers, wholesalers, wineries, distillers, retailers, restaurant and bar owners, legislators, regulators, and industry associations all spent time working through this bill. There were a lot of meetings, a lot of drafts, and a lot of conversations along the way.”

Arian is especially grateful to VBA member breweries for identifying this as a priority and sticking with it throughout the session, as well as to the Vermont Department of Liquor and Lottery and the team at Necrason Group for helping guide this effort through the legislative process.

In addition to creating a pathway for brewery self-distribution, H. 921 includes expanded tasting-room opportunities, increased sampling limits, and greater flexibility for businesses in Vermont's beverage and hospitality industries. The bill will take effect on July 1, 2026.
