Vermont Business Magazine Burlington Mayor Emma Mulvaney-Stanak has announced the appointment of Lynn Reagan to serve as the next Director of Human Resources for the City of Burlington.

Lynn’s dedication and ability to lead with integrity will undoubtedly continue to strengthen our organization as she steps into this permanent Director role.”
Lynn Reagan has served as Interim Director of Human Resources since July of 2024, providing steady, confident direction in support of City employees, Mayor Mulvaney-Stanak’s administration, and the Human Resources team. Throughout her tenure, Ms. Reagan has demonstrated consistent and effective leadership – overseeing the daily operations of a complex Human Resources department while also guiding the City through significant and challenging processes, including staff layoffs and Police and Fire contract negotiations. She has also been a tireless mentor and champion to her Human Resources team and a strong strategic partner to organizational leadership on thoughtful, data-driven workforce planning.

Ms. Reagan brings more than 20 years of extensive experience in human resources development, labor and employee relations, organizational effectiveness, performance management, and benefits and risk management. She has served the City of Burlington for nearly 10 years, first as Manager and then as Assistant Director of Human Resources. Ms. Reagan holds an Associate’s Degree in Business Management from Champlain College.

The City conducted a competitive, nation-wide search for its next head of Human Resources. Ms. Reagan’s nomination was strongly endorsed by Human Resources staff, and a hiring panel representing City departments, the City Council, and the Unions unanimously selected her as the panel’s top candidate for the position.
“Lynn has done a fantastic job in her interim role, and her permanent appointment reflects a strong consensus around this fact,” said City Council President Ben Traverse. “That level of confidence speaks volumes, and I am pleased to support Lynn Reagan’s appointment as Director of Human Resources.”
Ms. Reagan’s appointment will be on the City Council agenda at the January 12, 2026, meeting. She will officially begin in her new role immediately thereafter on January 13, 2026, pending Council confirmation on January 12.
