Vermont Reviewing New Federal Guidance Following Court Rulings on 3SquaresVT

Vermont Business Magazine Following two federal court rulings late last week confirming that federal SNAP (3SquaresVT) benefits cannot be withheld during a federal government shutdown, the U.S. Department of Agriculture (USDA) has issued new guidance to states regarding the release of partial federal SNAP benefits.

The Vermont Department for Children and Families (DCF) is reviewing this updated federal direction to understand how it applies in Vermont and to determine next steps for November 3SquaresVT benefits.

In the meantime, Vermont remains committed to maintaining food access for individuals and families. As previously announced, the state-funded partial 3SquaresVT benefit will still be issued on Friday, November 7, 2025, for all households eligible for November 1 benefits. 

State-funded 3SquaresVT benefit policy can be reviewed on the ESD website under laws and rules: https://dcf.vermont.gov/esd/laws-rules.

This state-funded contingency payment will provide 15 day or 50% of a household’s regular monthly benefit, reaching more than 38,000 Vermont households. Benefits will be distributed automatically through the same methods used for regular 3SquaresVT payments, either via EBT card or direct deposit, ensuring no action is needed by households.

How Vermonters Will Get Their Benefits:

If you already receive 3SquaresVT, nothing is changing, you’ll get your benefits the same way you always have.

  • If you use an EBT card, your benefits will be added to that card.
  • If you receive 3SquaresVT cash benefits, they’ll be sent as usual—either by direct deposit or added to your EBT card.
  • If you’re newly approved and don’t yet have an EBT card, one will be mailed to you.
  • If you chose direct deposit for cash benefits, your funds will go straight to your bank account.

 

Additional State Support

As announced previously, Governor Scott and legislative leaders have also directed $250,000 to the Vermont Foodbank to support local food shelves. This funding will help ensure that households have continued access to food.

Important Reminders for Vermonters

  • Existing EBT balances remain available and can be used for eligible purchases.
  • Check your EBT account balance at www.ebtedge.com or by calling 1-800-914-8605.
  • For immediate food resources, visit Vermont211.org or call 211.
  • The 3SquaresVT Program is using automated calls and text messages to share official updates. If you receive one, it is legitimate communication from DCF, not a scam.
