NOTICE OF FUNDING OPPORTUNITY

Vermont Business Magazine The Vermont Agency of Commerce and Community Development (ACCD), Department of Housing and Community Development (DHCD) will receive $67,845,000 from US Department of Housing and Urban Development (HUD) in Community Development Block Grant - Disaster Recovery (CDBG-DR) funds in response to Vermont's July 2023 flooding events (FEMA Disaster Declaration 4720). These funds will help communities with the necessary expenses related to disaster relief, long-term recovery, and the restoration of infrastructure and housing in the most impacted and distressed (MID) areas.

The Federal Register mandates $54,276,000 must be used to serve communities in the HUD-Identified MID areas (Lamoille and Washington Counties) while the remaining $13,569,000 may be used to address unmet needs in the State-Identified MID areas (Caledonia, Orleans, Rutland, Windham, and Windsor Counties).

All eligible projects MUST have an unmet need with a direct tie-back to DR-4720 (July 2023) and primarily benefit low- and moderate-income (LMI) households and individuals.

ACCD is currently providing technical assistance for prospective Disaster Recovery projects located within the HUD- or State-Identified MID areas.

DHCD formally submitted the CDBG-DR Action Plan to HUD on June 6, 2025.  HUD has 45 days to approve the plan. Once approved, DHCD will provide additional guidance and guidelines for applying for the CDBG-DR funds.
