Open invitation to participate in AOT airport policy modernization process

Vermont Business Magazine The Vermont Agency of Transportation is preparing to modernize its Aviation Program by reviewing and revising policies, minimum standards for airport use, and operational procedures at state-owned airports with paved runways.

“We are committed to fostering sustained engagement and partnership with airport stakeholders, emphasizing communication and transparency as we move toward successful policy modernization at State-owned airports,” said Transportation Secretary Joe Flynn

The initial phase of policy modernization is expected to take approximately a year. Stakeholder engagement is essential to this initiative and will be possible through surveys, on-site meetings, and other forms of public feedback.

“We hope to receive input from a variety of interested parties, including airport users, businesses, customers, and local residents and officials,” said AOT Aviation Director Evan Robinson. “Public feedback will help inform and shape current and future policies, procedures, and minimum standards for airport use.”

A survey is now available for responses through August 15, 2025: https://www.surveymonkey.com/r/AOTAirportSurvey2025

When the survey is closed, an online form will be available for stakeholders to submit general comments or suggestions to allow for continual feedback throughout the initial policy modernization process.

The topics that the Agency will address in the policy modernization process include assessing lease rate structures; airport access and security, including vehicle and pedestrian access; policy development process and mechanisms for ongoing feedback; airport development, hangar use and inspections; commercial use of airports; and community access and economic development.
