Vermont Business Magazine The Vermont Captive Insurance Association (VCIA), the largest captive insurance trade association in the world, has appointed Ian Davis as its next president following a national search. Davis was appointed at the VCIA annual conference in Burlington. He succeeds Kevin Mead, who announced his retirement in June.
A respected leader with diverse experience across public and private sectors, Davis brings more than a decade of expertise advancing industry advocacy, stakeholder engagement, and strategic growth in the captive insurance sector.

Prior to joining VCIA, Davis served as Senior Vice President of Captive Insurance at M&T Bank, where he managed an expansive captive portfolio and drove strategic initiatives aimed at strengthening client relationships, operational efficiency, and industry engagement.
Previously, Davis was Director of Financial Services for the Vermont Agency of Commerce and Community Development, where he played a central role in reinforcing the stateʼs global leadership as a captive insurance domicile through legislative advocacy, strategic marketing and communications, and economic development initiatives.
Davis has long been a trusted contributor to VCIAʼs mission, having served on its Board of Directors, chaired the associationʼs Annual Conference, and helped shape its 2025 strategic plan. His industry experience includes legislative testimony before the Vermont General Assembly, direct engagement with members of Congress and senior staff to advance captive insurance priorities, and coalition-building with leaders across public and private sectors on strategic initiatives shaping the future of the industry.
He holds a Master of Public Administration from the University of Vermont and has been recognized for his leadership by Captive Review and Vermont Business Magazine.
