Vermont Business Magazine Governor Phil Scott and the Vermont Agency of Transportation (AOT) today announced it will again modify its vehicle incentive programs for Vermonters whose personal vehicles were damaged by flooding in an effort to provide increased financial support to households affected by last week’s flooding and to expedite the transition to plug-in electric vehicles. Meanwhile, a national group ranks Vermont 12th in the nation in EV market share.
“Me and my team are doing everything we can to give immediate relief to Vermonters as we continue to assess and respond to the needs,” said Governor Phil Scott. “This program will help those whose vehicles were flooded upgrade to a new vehicle that’s better for the environment.”
Effective today, AOT is offering a package of enhanced incentives for income-eligible Vermonters:
- The Replace Your Ride Program, which provides up to $5,000 for swapping a gas- or diesel-powered vehicle for cleaner transportation options, will increase program eligibility to include flood-damaged vehicles, regardless of their age and whether they are currently drivable. Vehicles will still have to meet other program guidelines.
- The Incentive Program for New Plug-in Electric Vehicles (PEVs), which currently provides up to $5,000 for a new purchased or leased PEV, will provide an additional $1,000 incentive (up to $6,000 total) to eligible Vermonters replacing a flood-damaged vehicle.
- The MileageSmart Program, the state’s high-efficiency used vehicle program that provides up to 25% of a vehicle’s price, will automatically provide a full $5,000 incentive to Vermonters replacing a flood-damaged vehicle.
- Program participants may use these programs to bundle different state incentives, for as much as to $11,000 off the price of a new PEV and a maximum of $10,000 off the price of a used PEV, as well as with other local utility rebates and federal tax credits.
“As our Agency works to restore the state’s critical infrastructure, we also recognize the devastating personal losses sustained by Vermonters during the flooding last week,” said Transportation Secretary Joe Flynn. “We hope that these changes to our vehicle incentive programs will help people who are struggling after the recent flooding and also help curb the worst effects of climate change.”

EVs: 10.7 percent of new light-duty vehicle sales in the state
Vermont ranks 12th in U.S. EV market share
Alliance for Automotive Innovation in Washington, DC, has released its exclusive state-by-state analysis of the U.S. electric vehicle (EV) market for Q1 2024. The Get Connected Electric Vehicle Report summarizes EV sales, purchasing trends and charging infrastructure across the country.
EV sales:
Nationally: EVs represented 9.3 percent of new light-duty vehicle sales in Q1 2024 – down from 10.2 percent in Q4 2023 and up from 8.6 percent in Q1 2023.
- 113 EV cars, utility vehicles, pickup trucks and van models now available for sale in the U.S. in Q1 2024.
Vermont: EVs represented 10.7 percent of new light-duty vehicle sales in Q1 2024 – down from 12.3 percent in Q4 2023 and up from8.4 percent in Q1 2023.
- In Q1 2024, 944 EVs were sold in Vermont.
- Vermont ranks 12th in EV market share.
Public EV charging:
Nationally: In Q1 2024, there were 4.7 million EVs on the road and a total of 167,213 publicly available charging outlets – a ratio of 28 EVs for every public port.
- This includes 40,583 DC Fast chargers (which charge battery electric vehicles in 20 minutes to one hour).
Vermont: In Q1 2024, there were 12,982 EVs on the road in Vermont and 937 publicly available charging outlets – a ratio of 14 EVs for every public port.
- This includes 132 DC Fast chargers.
- Vermont ranks 8th in the ratio of EVs to public chargers.
More than one million more public chargers (940,370 Level 2 and 141,417 DC Fast) are required to meet the National Renewable Energy Laboratory’s necessary infrastructure estimate for 2030.
- Put another way, 438 chargers will need to be installed every day – or nearly 3 chargers every 10 minutes – through the end of 2030.
Vehicle powertrain and EV tax credit data:
This report includes a breakdown of light-duty vehicle market share by powertrain (2016-2024) and an update on EVs eligible for the federal 30D EV tax credit.
