Medicaid Data Aggregation & Access Program launches to empower home and community-based providers

MDAAP Facilitates Electronic Data Record Keeping and Sharing for Improved Patient Care Coordination

Vermont Business Magazine The Vermont Agency of Human Services is pleased to announce the launch of the Medicaid Data Aggregation & Access Program (MDAAP), which is designed to support eligible providers in implementing health information technology to better manage records and to facilitate care coordination through data sharing electronically with the Vermont Health Information Exchange (VHIE).

MDAAP is tailored for Vermont mental health providers, substance use disorder treatment providers, and long-term services and supports providers who were ineligible for previous federal electronic health record (EHR) incentive programs.

Participation in MDAAP offers several benefits, which include but are not limited to:

· Incentive payments to implement an approved electronic health records (EHR) system.

· Incentive payments to establish an electronic connection to send health data to the VHIE.

· Access to comprehensive clinical data in the VHIE submitted by other member providers and organizations.

· Program support resources for assistance in vendor selection and contracting, implementation guidance and best practices, and security risk assessment.

· Training for the use of VHIE direct access interfaces and the VITL Access platform to view data patients share across providers.

 

MDAAP participants can choose from five program tracks, allowing flexibility in meeting their specific needs:

1. Implement certified electronic health record technology (CEHRT) and connect to the VHIE

2. Implement an approved “EHR Lite” solution and VITLAccess (VHIE clinician portal) account(s)

3. Connect to the VHIE with an existing CEHRT solution

4. Connect to the VHIE with an existing “EHR Lite” solution

5. Establish VITLAccess account(s)

 

The agency has developed an MDAAP website (https://healthdata.vermont.gov/mdaap) that contains many program details, including information about eligibility requirements, program tracks, and milestones, incentive payments, how to apply, frequently asked questions (FAQs), and more. Healthcare providers interested in participating are encouraged to visit this site to learn more about the program, and to request an application.
