Vermont Business Magazine The Agency of Education (AOE) updated the Annual Snapshot today. The snapshot is an online tool that shows quantitative data about Vermont schools and helps communities to better understand how their schools are performing and find opportunities for growth and improvement. The Annual Snapshot reports a school’s current performance, improvement over the past year and success in achieving an equitable education for all students.

“The Snapshot is an annual opportunity for the Agency to help identify performance gaps and renew our commitment to equitable outcomes statewide” said Interim Secretary of Education Heather Bouchey. “We're eager to collaborate with districts that need support in tackling ongoing challenges and fostering an environment where every student can thrive.”
The Annual Snapshot update also marks the public release of school-level and supervisory union-level state assessment results for the 2023 school year on the Vermont Education Dashboard (VED).
“We are building a new benchmark to measure student success going forward with the Vermont Comprehensive Assessment,” added Secretary Bouchey. “This year’s results only reinforce what we already know: there are significant equity gaps between students of privilege and historically marginalized students in Vermont. We must rededicate ourselves to building a system that equitably serves all Vermont learners.
Equity Determinations
The Annual Snapshot annually helps determine which schools are eligible for Comprehensive and Equity Supports under the federal Every Student Succeeds Act (ESSA). For this release, identifications for schools eligible for Equity 1, Equity 2 (Targeted Support and Improvement) and Equity 3 (Additional Targeted Support and Improvement) have been determined. Schools that have a pervasive gap between historically marginalized students and their historically privileged peers will be eligible for Equity resources and supports to help narrow their performance gaps. These schools will receive additional funding, consultation and assistance for their continuous improvement initiatives.
Vermont Comprehensive Assessment Program Results
The 2023 school year marked the first year that Vermont administered the Vermont Comprehensive Assessment Program. The 2023 statewide results and more information on the assessment can be found in a fact sheet on the AOE website. The 2023 assessment results establish a new baseline by which future performance can be evaluated.
Director of Assessment and Accountability Danielle Dupuis shared that the “new state test administered in 2023 will continue to increase our ability to measure student progress in the coming years by using the assessment results as a tool to distribute resources and support where educational disparities exist.”
This year’s results show that there continues to be persistent performance gaps between historically marginalized students and their counterparts. These gaps range from 25% to 35% depending on the grade level and subject highlighting that there is significant work to be done in addressing barriers for these students.
About the Vermont Comprehensive Assessment Program
The Vermont Comprehensive Assessment Program is administered annually in the spring to students in grades 3 through 9 in English language arts (ELA) and mathematics; and to students in grades 5, 8, and 11 in science. The ELA and mathematics assessments are designed to measure students’ mastery of the Common Core State Standards. The science assessments are designed to measure students’ mastery of the Next Generation Science Standards.
The ELA assessments focus on reading skills related to the comprehension and analysis of texts, the analysis of pieces of writing and knowledge of standard language conventions, listening skills, and the production of writing while using standard language conventions.
The mathematics assessments focus on applying skills and concepts and understanding multi-step problems that require abstract reasoning and modeling real-world problems, precision, perseverance, and strategic use of tools.
The science assessments focus on important disciplinary core ideas, scientific and engineering practices (e.g., asking questions, developing and using models), and crosscutting concepts (e.g., patterns, cause and effect, stability and change) that apply across scientific disciplines.
For the assessments, the scale score ranges from 1500 to 2000 for all subjects and all grade levels. In addition, the proficiency cut score has been set at a scale score of 1750 for all subjects and all grades.
