Mayor Emma Mulvaney-Stanak announces Theresa Vezina as Mayor’s Special Assistant on Overdose Prevention Center Implementation

VermontBiz Mayor Emma Mulvaney-Stanak today announced Theresa Vezina as the City’s Special Assistant on Overdose Prevention Center Implementation. This part-time position was created in September 2024, funded by opioid settlement monies received by the City. In this role, Vezina will lead the City’s efforts to facilitate the creation of the overdose prevention center pilot authorized and funded through Act 178. 

Vezina brings over 23 years of experience in public health, harm reduction, community care and operations including in her most recent role as Executive Director of Vermont CARES. A dedicated harm reductionist with lived and living experience, she combines her deep understanding of the challenges faced by marginalized communities with a strong commitment to improving access to life-saving resources. Her leadership has been pivotal in expanding syringe service programs, harm reduction initiatives, and community education throughout Vermont.

“I am confident Burlington will advance critically needed public health and harm reduction strategies with Theresa assuming this role,” said Mayor Emma Mulvaney-Stanak. “Her decades of experience in public health and community care will be invaluable to the City as we work to bring this crucial intervention online.”

In this role, Vezina will work with community providers, public health officials, and Burlington residents to ensure the successful opening of an overdose prevention center in the City.
