$50-100K Energy Efficiency & Conservation Block Grants (EECBG) for VT Municipalities

Northeastern Vermont Development Association This funding opportunity, made possible by the Department of Energy’s Energy Efficiency and Conservation Block Grant (EECBG) Program, aims to assist local governments in enhancing energy efficiency and reducing fossil fuel emissions, particularly in the transportation and building sectors. The deadline to apply is August 9 at 4:30 PM.
- All towns are eligible. In evaluating applications, towns identified as "disadvantaged” and/or towns that have a high energy burden will score higher on that metric.
- Multiple towns can submit a joint application as long as one town agrees to be the "lead."
- Using the grant funds to benefit low-income residents is a plus.
- The project has to be completed within 2 years.
Eligible Funding Ideas:
- Purchase a bidirectional EV Truck (+ emergency/mobile battery power) and an EV charging station
- Purchase EVs (including buses, e-bikes & e-scooters) or offer incentives for local residents to purchase EVs
- Hire a consultant to develop a Climate Action Plan or Flood Resilience & Sustainability Plan


Small Grants for Smart Growth
Special Funding for Flood Impacts

Communities across Vermont are facing the complex question of how – and where – to rebuild following this summer’s extreme flooding. Investing in our historic town and village centers is how we ensure accessible, affordable, and sustainable communities…but how do we ensure that smart growth is also safe and resilient? To help build momentum toward flood resilient community development, VNRC’s Small Grants for Smart Growth program, in collaboration with Preservation Trust of Vermont, is launching a special competitive grant round to offer one award of up to $5,000 for a community-driven project involving:
- Community conversations or visioning;
- Climate-smart planning or zoning; or
- Technical support for flood recovery or mitigation in community centers.
- Projects must meet several smart growth principles.
Preference will be given to:
- Flood impacted communities
- Projects that address the needs of frontline communities and historically marginalized Vermonters; and,
- Projects that will catalyze future efforts.
Enhanced incentives for Vermont residents whose cars have been damaged by 2024 flooding events will be available soon.
Up to $6,000 for new plug-in electric vehicles, up to $5,000 for scrapping a gas- or -diesel-powered car for cleaner transportation options, and up to $5,000 for income-eligible Vermonters for a qualifying used high-efficiency vehicle.![]()
Qualifying low- and moderate-income Vermont homeowners and renters are eligible for up to $29,500 per household to replace flood-damaged appliances and equipment.
Businesses whose heating, cooling, refrigeration, or commercial kitchen equipment was damaged by recent floods can receive a flood recovery rebate of 100% of costs up to $4,000 per product for up to four products, in addition to standard offers.![]()

Most importantly, you'll learn how you can actively participate in this year's campaign to help spread the word about the benefits of weatherization and electrification in your community this Oct through mid-November.

ClimateReadyVT is a FREE program helping small businesses in Vermont adapt to our changing climate and prepare for climate-related business disruptions. A program of Vermont Businesses for Social Responsibility in partnership with the Vermont Small Business Development Center and Vermont Small Business Law Center at Vermont Law & Graduate School, ClimateReadyVT is accepting applications for our Fall 2024 Cohort through Friday, August 23.
Any business or nonprofit organization located in Vermont with 50 employees or less is eligible for this program. Priority will be given to businesses, as well as organizations which are BIPOC, LGBTQ+, veteran, and woman-owned/managed and/or located in rural Vermont.
