Vermont Business Magazine The State of Vermont and the Vermont State Employees’ Association (VSEA) announced today an agreement on successor two-year contracts for the Supervisory, Corrections, and Non-Management Units covering more than 6,000 employees. Terms for the unionized workers include a 3 percent wage increase this year and 2 percent increase in 2023. VSEA members have voted to ratify the contract settlements that include, in addition to the wage increases, lump sum payments, shift and weekend differential increases, hearing aids reimbursement benefit, and options to purchase additional life insurance.
Highlights relative to salaries and benefits for this 2 year-contract effective July 1, 2022, through June 30, 2024.
Salaries and Wages:
- July 2022: 3% Across the Board Increase plus Continuation of Step Increases (an average value of 1.9% per year)
- January 2023: $1500 Lump Sum Payment
- July 2023: 2% Across the Board Increase plus Continuation of Step Increases (an average value of 1.9% per year)
- January 2024: $1000 Lump Sum Payment
Shift and Weekend Differential
- 2nd Shift: $0.85 increased to $2.00 per hour
- 3rd Shift: $1.00 increased to $2.50 per hour
- Weekend: $0.75 increased to $1.50 per hour
- Living Unit differential increased from $0.50 to $1.50 per hour
Enhanced Employee Benefits:
- Enhanced Life Insurance benefits
- New Hearing Aid benefit
- Increased funding available for child and eldercare reimbursement programs
VSEA President Aimee Towne applauds the work of the bargaining teams to reach negotiated settlements, “The members of the VSEA are pleased with the progress they have made at the bargaining table, and we look forward to working with Governor Scott to secure full funding of this important agreement in the State House.”

The new contracts commence on July 1, 2022.
