Corrections reports death of inmate in Rutland

Administrative review initiated in death at Rutland Regional Medical Center

Vermont Business Magazine The Vermont Department of Corrections (Vermont DOC) is conducting internal administrative and medical reviews following the death of an incarcerated individual on Sunday.

Jack Martin, 49, of Windsor, Vt., died at Rutland Regional Medical Center on Sunday afternoon after being admitted to the hospital on Friday, December 9. Martin reported difficulty sitting upright while in his cell at Marble Valley Regional Correctional Facility (MVRCF) in Rutland on Friday morning. Vermont DOC and medical staff called for emergency medical services, and Martin was transferred to Rutland Regional Medical Center.

Vermont DOC notified Vermont State Police and the Defender General’s Prisoners’ Rights Office of the death per state law and protocol. These entities will conduct separate investigations into the death in conjunction with the Vermont DOC’s administrative and medical reviews. The Vermont DOC Peer Support Team is available for MVRCF staff.

The circumstances surrounding Martin’s death are not considered suspicious at this time.

Martin was held without bail in DOC custody since October 11, 2022, for charges of heroin possession, assault, and robbery. He was also held on a warrant from the Grafton County Sheriff’s Department in New Hampshire for heroin possession.

In addition, the Vermont State Police reported today that it is investigating the death of Martina Jack Martin. Martin informed Department of Corrections staff on Friday morning, Dec. 9, 2022, that he was having difficulty breathing, and he was subsequently transported to Rutland Regional Medical Center for treatment. He died at the hospital Sunday afternoon.

Following standard procedure, the Vermont State Police was notified of the death at about 5:10 p.m. Sunday and responded to Rutland Regional to perform a death investigation. The preliminary investigation does not indicate that the death is suspicious. An autopsy will be performed at the Vermont Chief Medical Examiner’s Office in Burlington to determine the cause and manner of death.

Martin has been in custody of the Department of Corrections since Oct. 11 following his arrest on Vermont charges of assault and robbery, and possession of heroin.
