Throughout December 2021, Vermont State Police received multiple reports of thefts from Dollar General stores in Richford, Enosburg, and Georgia. The same suspect was observed on security cameras loading shopping carts full of merchandise, exiting without paying - even when confronted, and loading the stolen merchandise into a vehicle before fleeing. VSP’s investigation identified the suspects as Jessica and Robert Bigelow, who reside on Weaver Street in Winooski, and a Search Warrant was granted for their residence.

On December 30, 2021, VSP conducted the Search Warrant at this residence and found a large quantity of evidence relating to the crime of Retail Theft from several different locations. Robert and Jessica Bigelow were cited for Franklin County Superior Court on February 15, 2022 at 0830 hrs for said crime.

This investigation is still ongoing and further charges may be added.

Any retail stores in Franklin or Chittenden County that are victims of recent high-dollar retail thefts matching this modus operandi are encouraged to report or follow up with Vermont State Police, St. Albans.

SUMMARY OF INCIDENT:

On December 22nd 2021 at 1504 hours, members of the Vermont State Police received the report of a retail theft from the Dollar General store in the town of Georgia. The complainant advised an unidentified female entered the store, filled a shopping cart with a variety of items, and left without paying despite being requested to do so. A surveillance video still frame photograph of the female in question is attached to this press release.
