Vermont Forward Plan Announced

Governor Phil Scott has released the Vermont Forward reopening plan to help Vermonters and local businesses see the path for a phased return to unrestricted travel, business operations, and event gatherings. The plan was developed by the Department of Health, the Department of Public Safety, and the Agency of Commerce and Community Development and uses vaccination milestones to ensure a safe easing of restrictions and continued reopening of the state's economy. Universal Guidance

As part of the Vermont Forward plan, universal guidance will transition businesses from sector-specific mitigation measures to more broad mitigation measures across most sectors. Universal guidance has five main tenets: Stay home if you're sick, wear a mask, ensure six-foot spaces and uncrowded places, practice good hygiene, and know the travel restrictions.

For the purposes of transitioning business operations to universal guidance in a phased-in approach, tied to increasing vaccinations, sectors have been placed into two groups. The full universal guidance and sector breakdowns with effective dates are posted on the ACCD website.

Travel Policy Changes

The Vermont Forward plan will also bring changes to travel quarantine rules. Effective Friday, April 9th, quarantine will no longer be required for visitors coming to Vermont or for Vermonters returning from out-of-state travel. The updated travel policy instead requires unvaccinated visitors to be tested for COVID-19 within three days of travel before they arrive in state. Unvaccinated Vermonters must get a test within three days of returning. Testing is not required for vaccinated guests and residents.

SBA Program Information Resource

Uptake on the Paycheck Protection Program (PPP) has accelerated in recent days as the deadline has been extended to May 31st. In addition, the U.S. Small Business Administration (SBA) plans to open applications for the Shuttered Venue Operators Grant Program (SVOG) on April 8th. As a reminder, the Vermont District Office of the SBA conducts two weekly webinars on First and Second Draw PPP loans and PPP loan forgiveness.

Sole Proprietor Stabilization Grant Program

Applications for a second round of sole proprietor grants from Vermont Community Development Block Grants (CDBG) are now being accepted. This additional funding will offer grants of between $1,500 and $10,000 to qualifying sole proprietors on a first come, first served basis. The application for this new round of funding opened on Monday, April 5th. Businesses can find technical assistance resources at the grant program website.

Steps of the Vermont Forward Plan

The Vermont Forward Plan ties reopening to specific vaccine milestones in the state. All Vermonters are encouraged to get the vaccine when it is their turn. At this time, Education, Health Care, Sports/Organized Sports and Youth Summer Camps will retain individualized guidance and not move to universal guidance. Note: All dates are subject to change.
