Vermont State Police State Police in Westminster have identified a Landmark College student as the operator involved in a hit and run crash that occurred on Route 5 in Dummerston on 10-12-19. The operator involved was identified as Jakob Morrissey, age 21, of Philadelphia, PA. Morrissey was arrested on the charge of Leaving the Scene of an Accident. He was cited and released to the custody of his mother. He is scheduled to appear in court on 12-3-19 at Windham County Superior Court, Criminal Division in Brattleboro.

VSP Westminster continues to attempt to identify the individual seen in the attached photo.
Surveillance footage from the Dummerston Sunoco shows a young, heavy set Asian male with blue frame glasses exiting his vehicle and removing a damaged passenger side mirror.
The subject returns to his vehicle and continues driving north on Route 5, towards Putney. The suspects’ vehicle is confirmed to be a Mercedes Benz GLA with an unknown registration.

SUMMARY OF CRASH:
On October 12, 2019 at 1100 hours, State Troopers from the Westminster Barracks
responded to a vehicle crash involving a pedestrian on US Route 5 in Dummerston,
just south of the I91 exit 4 southbound on-ramp. Upon arrival it was determined
that a Jeffrey Dorsey age 53 of Putney had been walking north in the breakdown
lane of US Route 5 when he was struck by a vehicle. The vehicle had also been
traveling northbound.
Upon impact, Dorsey was thrown over the guardrail, but was able to climb back to
the edge of the roadway despite being seriously injured. He reported that a
white vehicle had stopped and a male of Asian dissent exited the vehicle. The
subject acknowledged Dorsey, stated that he didn't hit him with the car and said
that he was going to get help. He never returned.
This subject was seen a few minutes later pulling into the Sunoco gas station
near the I91 southbound on-ramp. Witnesses advised that the windshield on the
vehicle and the side mirror was also damaged. The operator was seen exiting the
vehicle, examining the damage and then leaving the area, traveling north on US
Route 5.
Several passers-by located Dorsey and stopped to render aid until rescue
personnel arrived on scene. Dorsey was transported to Brattleboro Memorial
Hospital where he was treated for possible broken bones to the leg and arm along
with a possible back injury and scrapes.
The vehicle involved is believed to be a white Mercedes SUV style vehicle with
damage to the windshield and right mirror. The registration is believed to be
from New York or possibly Pennsylvania.
The operator was described as being a male of Asian desent, in his 30's, heavy
set, approximately 5'11' - 6'0" tall, wearing glasses and having no facial hair.
Police are reviewing video obtained from the gas station and following up
several leads.
