SUMMARY OF INCIDENT: On 06/12/2018 at approximately 2152 hours, Vermont State Police were called to a residence on Boyd Hill Road in the town of Wilmington for a reported drug overdose. State Police in conjunction with the Wilmington Police Department investigated the incident. The OCME in Burlington later determined the cause of death to be acute intoxication of Heroin and Fentanyl.
Investigation later revealed that the heroin containing fentanyl causing the death of the victim was purchased from Dalton Kissell and Neil Bolster, the day of the victims’ death.
Warrants in relation to this investigation for the arrest of Kissell and Bolster were sought and issued on 09/06/2018 and 10/13/2018, respectively.
On 09/13/2018 Dalton Kissell was arrested by Brattleboro Police on the outstanding warrant for Sale of Heroin, Sale of Fentanyl and Dispensing a Regulated Drug-Death Resulting .
On 10/13/2018 a detainer for extradition to Vermont on Bolster’s outstanding warrant for Sale of Heroin, Sale of Fentanyl and Dispensing a Regulated Drug-Death Resulting-was issued to the New Hampshire Department of Corrections as Bolster is currently incarcerated in the state of New Hampshire. Upon the execution of his sentence there, he will be extradited to Vermont to face the charges in relation to this investigation.
