TRORC adopts new Regional Plan

Vermont Business Magazine TRORC recently adopted a new Regional Plan and has also received approval from the Department of Public Service on its Energy Implementation Plan. On July 26, 2017, the Woodstock-based Two Rivers-Ottauquechee Regional Commission Board unanimously adopted a new Regional Plan. The Regional Plan charts a course for land use, economic development, conservation, transportation, housing, and emergency management for the 30 towns within its region. The Regional Plan has a life of eight years, is consistent with state planning laws and is used in regulatory proceedings.

The 2017 Regional Plan updated chapters on History and Development, Energy, Implementation, Agriculture and Forestry, as well as new chapter on Healthy Communities. In addition, the Board adopted the Energy Implementation Plan by reference which was designed as a guide for the Region to help meet the statewide goal of 90% renewable energy production by 2050. The TRORC Regional Plan provides detailed information on growth and its impacts; facilitates cooperation among local governments on issues that cross town boundaries; and provides a regional voice on State and federal initiatives.

On September 27, 2017 TRORC was the third regional planning commission in Vermont to achieve a “Determination of Energy Compliance” from the Vermont Department of Public Service. This determination affirms that both the Regional Plan and Energy Implementation Plan meet the standards for enhanced energy planning. With this accomplishment, TRORC and its municipalities will have greater say in the permitting process in front of the Public Utilities Commission. Using this state approved Energy Plan, TRORC will continue its focus on helping municipalities develop their enhanced energy plans.
