Vermont Business Magazine The Housing Foundation, Inc (HFI), based in Montpelier, has announced the appointment of Tim Palmer as the organization’s Executive Director. He is the first director in HFI’s 30-year history. HFI is a Vermont non-profit corporation that develops, secures, and operates affordable, quality, low-cost housing for the elderly, persons with disabilities, and families with low and limited incomes. It makes full use of opportunities to preserve existing housing stock, develop new properties, and improve the quality of Vermont‘s existing mobile home parks.

Since its creation, HFI has been a leader in the housing community and is currently the owner or managing general partner of a portfolio of 18 mobile home parks containing 1,008 lots and 26 multi-family properties comprised of 584 apartments, with a total value of more than $60 million.
Palmer began working in rural New York on affordable housing development, construction and management in 1983 as director of a statewide housing and community development nonprofit. That work lead to the launch of a statewide special needs housing organization. He also worked with Vermont partners in developing the first housing in the state specifically for individuals living with HIV/AIDS and creating ongoing rental assistance for people living with that chronic illness.
Over the years, Palmer has served on the boards of the National Rural Housing Coalition, The National AIDS Housing Coalition, and the National Task Force on Rural HIV/AIDS. As Executive Director, Palmer will be charting the future course of HFI.
