To help states navigate the complexities of developing and using health information technology and electronic health information exchange, the National Governors Association Center for Best Practices (NGA Center) created the State Alliance for e-Health in 2006. The State Alliance is a consensus-based, executive-level body formed to address the unique role states can play in facilitating adoption of interoperable electronic HIE. It is intended to be a forum through which stakeholders can work together to identify inter- and intrastate-based HIT policies and best practices and explore solutions to programmatic and legal issues related to the exchange of health information.
