Rep. Peter Welch (D-VT) has announced the winner of the 35th Annual Congressional Art Competition at the Vermont College of Fine Arts in Montpelier. Peri Kate Navarro of Colchester and Colchester High School won first-place honors for her mixed-media painting, “The Wanderer”. Navarro’s piece was selected from a field of 141 entries from students representing 31 high schools across Vermont.
